Shilo Village Quest

Having this quest would give access to Shilo Village, which contains the only bank in Karamja along with a good spot to mine Gem Rocks. Having this would be very useful for Crafting and Nature runs for Runecrafting.

We'll eventually get to this quest but for now there's a banker you can use in TzHaar-City, the volcano on Karamja.
