How can i recharge a glory if i cant go trough the ladder down in the Heroes Guild, near Burhtope and Falador?

You can't at the moment. Dragon Slayer would need to be released then I have to wait until Ryan (The owner) adds sub-quest journals so the player has to follow the quest steps based on what they did for Shield of Arrav (Need sub-quest journals for this quest as well). And somehow figure out how to make an arrow go through a hole in a wall in Heroes Quest.

However, I don't know what has been happening so I can't give you much more info.
