if party hats are ever released i dont think it should be dependant on luck, i think we should have to buy them from a certain admin and there be a limited suply of them.

They will be released, They've already stated that. I'm sure they have a good way of evenly distributing them.

I think this would be a more wise thing to do... introduce them through community events :)

Hide and seek sounds like a great idea. As for the party hats i'm sure the admins will distribute them via balloon dropping.
