I don't quite know which monsters drop it, but you can get both halves from caskets.

As far as I know, both halves of the crystal key can be found as a somewhat-common drop from the Dwarves down in the Falador Mines

I forgot to mention, that as of now, both the tooth and loop halves of a key are defunct, as you are unable to put them together to make a crystal key. Sorry, but your quest will have to wait.
