Off Topic board!

I went ahead and added an off topic board. It seemed like a lot of people didn't like using the "General" So I went ahead and added that board. Suggest any boards you guys would like to see added!

I think this is good so people can talk about other things not related to rune rebels, which is NOT bad thing, I think it's a good thing for the forums and will make it better then it already is.
