I feel 2x exp is like the perfect rate. Getting a 99 here is like getting a 92 on Runescape, consider it 24/7 double exp weekend! Also with it at 2x we still have to work for 99's even though we get them twice as fast, so it still has that feeling of accomplishment.

I say just release rares the same way as Runescape did. If people are retarded enough to pay way too much for them like on ProjRS06 then so be it. On a side note if I ever decide to play RS06 again I never have to work on it as I have a ton of hats and crackers.... haha.

Pest Control existed during the cutoff date. The thing is the armor and packs did not exist. It was just strictly for exp and you couldn't have more than 15 points at a time.

I'd prefer not to have skillcapes myself and stick to a strict 377 remake. However if they were added I guess that I wouldn't mind THAT much because it's nothing majorly game changing like most of the other 2006 updates after may 15th(void, defenders, c'bows, lunar, construction, etc.).
