Rune rocks

Rune rocks currently have a respawn rate of a bit over 22 minutes instead of the intended respawn rate of 12½ minutes in both RS3 and OSRS.

Was the respawn rate also tied to the player count? Or am I not remembering that correctly

Yes it is but that is beyond the 12,5 minutes.
