Were Dragon Hatchets was in the game?

How can we get to waterbirth island that we gotta do a quest for it but the quest isent there? so there for we can't get Dragon Hatchets? i know it's not added in the game yet, but i really don't think that DH were in the game

Dragon Hatchets were in the game in 2006.

They do require a quest though, as they were dropped by the Dagganoth Kings.
