Today I noticed while ranging ogres for a slayer task that two ogres pursued me in being aggressive but thankfully one attacks me.  This happens in a single combat area and only makes it easy to group the NPCs.  While ranging, every pursuer does not lose interest.  I'd imagine the same would apply in maging NPCs and should be factored in, too.
