I have a few empty ones after using some plant cure, but I only have like 3 lol. Under theory, you could get 99 herblore by simply re-using the same vial over and over (course, you'd lose major profit). How much does a vial cost anyways?

A vial in bulks would probably cost like 200 coins ea, considering how much are in-game as of now.
