No ways to safespot for magic?

Ive tried safespotting guards,
scorpions & skeletons in varrock sewers.

yet all the monsters walk away when safe spotted, and never stay in the same spot.
in 06 it was possible to safespot, why cant i safespot here?

safe spotting works, it's just difficult. Play around with it, an carry food. I know you can safe hilly's.
