Bugged Dust devil

I dont know whats causing this to bug the npc but it looks weird. Also i can still hit the npc from far away.

A lot of NPCs do this, they seem to respawn frozen in their death animation, they appear to only spin around in place but still can attack you/be attacked from a distance, I've seen it from guards and hill giants as well
