Sorry if this a "stating the obvious" reply, but if you are around Varrock or Port Sarim, they have the magic shops that sell mind/fire/air runes for 3gp each with 300 stock.  The stores also have i think 30 chaos for around 90gp each (sorry if the quantity or price is off).  I hit those up every so often and have built a small, yet decent stockpile of cheap runes.

yeah i know but, im rather spending the cash, than buying 300 each time :P i need quite alot of them :)
