21k is a good price for it because eventually there will be better helmets, like the dragon med which is already added.

if rune is too cheap then no one will mine it and make more armour for money, it'll mean that there'll be even less rune weapons and armour in the game.

You get a heap of rune stuff all over Runescape by killing stuff.I myself give out a heap of rune crap that I get from training combat.I've given out rune stuff like swords,full helms,sq,battle axes and etc.There already almost worthless.

To be honest, who's going to buy that helm if you can get a much better helm for just 10k moar.
