The buying runes speed I think should be instant until the quest is released where you can mine and make your own runes.
I have to sit here and buy one rune every 10 seconds to get mind runes to train magic.
All buying respawns in the shops should be increased if at all possible at least temporarily like olivia stated rune mysteries quest and fletching
