The third willow (north to south) in Draynor is uncuttable. It also has a different texture from all the willows there but I guess that's not the problem.
There's a tree by draynor that has the "chop" option instead of "chop down". That's how you find the leprechaun in lost city.

to specify the tree, do the command ::idson to turn on the position and id of the tree that's not working.
then the command, ::idsoff to turn off the positions.
posting the position and id would probably help the developers a lot
