do black demons or any npcs currently drop them?
Black Demons drop them and I believe Fire Giants drop them as well, but Fire Giants aren't currently in game yet.
What about the chest in taverley dungeon, it has dragonstone too, right? Any way to get the key yet?

Not sure about that, sorry.
Until they fix it you cannot combine half keys. There was a bug so they disabled it and as far as I know it hasn't been turned back on.
Yes, u can get half keys.. but can't combine them let alone is the chest enabled yet
