I think he means it will be how they released F2P. They release the majority of the content straight up and then add whatever is missing after that, On top of the glitches/bugs we find.

If you go to any skill and go to milestones, it will have 99 in the skill, with a cape of achievement next to it. Does this mean that the cache is not a true 317 cache? And if so do you guys plan on putting skill capes and possibly other non 317 revision content in the game?

EDIT: Monk fish are there as well and I believe they were 377ish

2x really isnt that fast. It seems fast at first but once you get to the higher level it slows back down. Sure maybe the level of accomplishment has gone down some, but logically, if it took you a month to get a 99 before, its now gonna take you 2 weeks. 2 weeks is still a pretty long time. As kendall said, you had to put a lot of time into runescape to get good, and I know I certainly don't want to have to put that same amount of time back in.

At first phats were extremely common because everyone had them. It didn't wreck the economy though because no one thought they were gonna be rare. Why would an item that everyone had multiple of be rare. It was only years later when accounts with them became inactive and when runescapes player base began to grow that they became rare.
We now automatically consider them rare now though. So even if they are unbelievably common, no one is gonna consider them that way, and they are gonna be hoarded like crazy. The reason phats cant be given to everyone is the same reason runescape now makes all of its holiday items untradable.
