So both worlds would be able to enjoy the full and ever growing content and bug fixes we have available here at RuneRebels. :)

I think the two worlds both being f2p works out better for everyone in the long run. I doubt anyone f2p would want to be there by choice, you know? Why have f2p when you could go p2p?  ;D

With f2p you would be able to relive the game when you PROBABLY first started, but with p2p you can get the entire 2006 experience

plus I think when we get more people it would be better to split the population into 2 worlds but with the same content

We have every intention on making a 'f2p' version of RuneScape. We already have it, just need to put it online.

Well there we go Ryan just made like 5000 peoples days by simply saying there is a f2p world!
And
I think they chose two worlds so they could get it over with now as it is a long process. So everybody is not sitting there lagging like hell waiting for world 2. Also they are p2p because I don't think having a f2p world is that big of a priority at the moment :)
